Gov. Scott is correct when he states, “Allowing a highly variable town-by-town approach to municipal voting creates inconsistency in election policy, as well as separate and unequal classes of residents potentially eligible to vote on local issues.” In making this statement he vetoed H.177 and H.227.
If the Legislature believes that noncitizens should be eligible to vote on local issues, it should vote to change the current state law so as to permit same. It should clearly define the term noncitizen, what local issues can be voted on and what offices noncitizens can hold. All Vermont noncitizens should be equally treated regardless of community of residence. To do less establishes one more inequity.
Simply allowing local voters to determine who can vote on local issues, which issues, and more will establish a patchwork of who can vote and on what in Vermont. Such a plan would be unfair to those not allowed to vote in various communities, but allowed to vote in others.
